The April 29, 2023 exchange is straightforward once the downstream draft provenance is separated from direct returns. Tampa Bay's official transaction log says the Buccaneers sent their 2024 fifth-round pick to Philadelphia for 2023 pick No. 191. The club then selected Nebraska wide receiver Trey Palmer at No. 191. NFL's 2023 draft trade tracker records the same structure. Philadelphia's return was therefore a future fifth-round draft asset, not Dominique Hampton as a direct Eagles player return. Hampton only appears later in the pick's provenance after Philadelphia traded the selection away.

Tampa Bay received clear on-field value from Palmer. NFL and Pro Football Reference records credit him with all 17 games and eight starts as a rookie in 2023, when he caught 39 passes for 385 yards and three touchdowns. In 2024 he added 15 games, three starts, 12 catches for 172 yards and another touchdown, while also handling punt-return work. Across two Buccaneers seasons he totaled 32 regular-season appearances, 11 starts, 51 receptions, 557 receiving yards and four touchdowns. Tampa Bay waived him during final cuts in August 2025, after which New Orleans claimed him. His later Saints status is not credited back to the Buccaneers, but the two Tampa Bay seasons already represent solid production from a sixth-round choice.

Philadelphia also extracted real value from the future fifth, although that value must be credited proportionally. The Buccaneers' 2024 fifth became pick No. 161. On April 26, 2024, Philadelphia packaged No. 161 with second-round picks No. 50 and No. 53 to Washington and received picks No. 40, No. 78 and No. 152. Washington later used No. 161 on Dominique Hampton. Hampton therefore belongs to Washington's side of that later transaction, not to Philadelphia's direct return from Tampa Bay. For this trade, the Eagles receive credit for owning a fifth-round asset that helped complete a larger move up the board, but not full credit for any one player acquired in the multi-pick Washington exchange.

The result remains close. Tampa Bay turned a future fifth into a receiver who gave the club two seasons of useful depth, 11 starts and more than 550 receiving yards. Philadelphia accepted a one-year delay to move from a sixth-round slot into a fifth-round asset and then used that asset as one component of a broader 2024 trade package. Matching B- grades and an Even Trade verdict fit the realized value better than the legacy C grades. Tampa Bay has the cleaner direct player outcome, while Philadelphia preserved and later leveraged stronger draft capital. Because the Eagles' downstream value cannot be isolated from the other picks in the Washington package, the trade should not be graded as a clear Philadelphia win.
